Halley Stevenson's Waxed Cycling Cape Jacket

I believe this is a cycling cape, it was my partners dad's, waxed cotton over jacket type thingy, quite large L or XL (couldn't find a size label), goes over the top of usual kit. Used decent condition, can likely be re waxed when necessary.
