I was able to decompress but it stays stuck inside once compressed, it's internally damaged. This shock has been damaged or used incorrectly, I can use it at all. Also the lock/ unlock lever mechanism is detached, it should only stay in 2 positions but it rotates all over, another sign of internal damage.
